Journalist Tom Avril of the Philadelphia Inquirer has found that the now-called Academy of Natural Sciences has a walrus specimen with a note that says it was collected in Alaska in
1895, but it is associated with the names Dr. Benjamin Sharp and J.M. Justice. Mr. Avril has speculated perhaps these names are those of the
scientists who made the request. There is no mention of the USS Bear in the collection of this specimen.
So, at the moment, he cannot conclude that the walrus specimen came from the Bear's acquisition.

Is there any earlier mention of who from "the Philadelphia Academy of Science" made the request to obtain a walrus specimen?

and in 1895 he traveled to Alaska, Siberia, and the Arctic in 1895 aboard the U.S. Revenue Cutter Bear to take pictures.
